IIPA member, the Business Software Alliance (BSA), released its
Sixth Annual BSA-IDC Global Software Piracy Study which measures the
impact of piracy on the economies of 110 countries in
2008. Globally, the personal computer (PC) software industry
experienced an increase in the monetary value of unlicensed software
to over $50 billion in 2008. The global piracy rate also increased
from 38% to 41% (due to increases in PC shipments into high piracy
rate countries) though the piracy rate dropped in about half (57) of
the 110 countries studied. This indicates that progress is
being made in many countries, though certain countries with high
piracy rates, like China and India, continue to pose significant
problems. The full study can be found at

For the
annual Special 301 process, BSA reports to IIPA its estimated piracy
rates and losses due to piracy in targeted
countries. When USTR issued its 2009 Special 301 report on April
30, 2009, IIPA reported preliminary BSA 2008 data for losses to U.S.
PC software publishers. After BSA calculates its 2008 final
numbers for U.S. publisher losses in targeted
countries (the BSA-IDC study reports losses to all software
publishers globally, including those in the local markets), those
BSA numbers will appear on the IIPA website for countries currently
appeared on the Special 301 lists.
